Duties and Responsibilities:
While supporting Department of Homeland Security and the Office of Bombing Prevention, SME’s conduct analysis of and provide alternative courses of action towards improving the nation’s capabilities to deter, prevent, and respond to bombing related terrorists attacks. Subject matter expertise is provided to coordinate and conduct National Capability Assessments; Prevention and Preparedness efforts; IED Vulnerability Analysis; Science and Technology Support; Information Management; and all specific technical knowledge and experience to support the efforts of OBP. Level II SME’s are key OBP support personnel, leading multifunctional activities to accomplish the OBP mission. They design key operational tasks for OBP approval that will improve national level counter IED preparedness. SME II’s work side by side with OBP staff, supporting efforts to identify, track and monitor federal, state and local bombing prevention capabilities and gaps affecting national level preparedness or protection priorities. Key tasks include, but are not limited to: site assistance and vulnerability assessment reviews; conduct of onsite surveys of capabilities and coordination of the ensuing gap analysis with recommendations for improvements in preparedness programs, personnel, equipment, training and funding priorities; technical expertise in OBP’s research and development of requirements for new and innovative technical bombing countermeasure and protective measure solutions to the IED threat; critical infrastructure site assessments and mitigation plan reviews. SME’s apply their expertise in specific functional areas including, but not limited to: public safety bomb squads; dive; explosive detection canine; Special Weapons and Tactics (SWAT); CBRNE, and Competitive Assessment Research teams. They will be expected to provide training and instruction relevant to specific functional area of expertise, supporting up to 130 Prevention and Preparedness events per year. Examples include, but are not limited to: IED Awareness; Private Sector Counter Terrorism Awareness; Surveillance Detection; Soft Target Awareness; IED Protective Measures; Bombing Prevention and application of Buffer Zones; Public Safety Dive Team Training; Bomb Technician Training; SWAT Training; Multi-Jurisdictional IED Security Planning.
Required Qualifications:
Bachelor’s Degree with a total of at least 10 years relevant training, education and experience including a minimum of 3 years practical experience in one or more of OBP relevant functional areas. Multifunctional experience preferred. CBRNE specific SMEs require bomb disposal or explosive ordinance qualification with formal DoD, National Law Enforcement, Federal, State or local CBRNE training certifications preferred.
The clearance level required is dependent on the type of clearance supported by our client.

Job Description:
Serve as senior forensic accounting analyst responsible for conceiving, planning, developing and performing operational management, policy making, and oversight actions for overt and controlled operational forensic accounting collection activity of national and theater level significance. Serve as command focal point for coordinating all controlled AWG forensic accounting operations. Support forensic accounting-related actions with visiting U.S. and foreign dignitaries and senior officials, to include General/Flag Officer and Senior Executive Service personnel. Prepare and present briefings and organize and participate in forensics conferences. Assist in developing theater forensic accounting architecture and strategy. Responsible for ensuring that forensic support for exercises is planned and executed properly.
Requirements:
• At a minimum should have at least five (5) years of relevant forensic accounting experience with either the U.S. military or other federal government agency(ies) that demonstrates the ability to meet the duties described above and to create requirements based upon command guidance, mission analysis, and/or through threat analysis
• Experience should include white-collar criminal investigations and a thorough understanding of Office of Homeland Security requirements and restrictions as the same relates to investigation techniques
• Demonstrated experience or education should include knowledge of international banking regulations and fund transfer procedures
• Should have demonstrated experience in connection with financial fraud, forgery, and electronic funding transactions
Education:
• At a minimum should have a Master’s Degree from an accredited college or university with a concentration or background in financial accounting as it relates to criminal investigations
Computer Skills:
• Proficiency with MS Office
Clearance Requirement:
• Active Secret clearance

• Assignments may be CONUS or OCONUS

Service Chiefs Preparing for Major Defense Budget Cuts

On April 25, Service Personnel Chiefs testified about the FY2013 budget submission before the Senate Armed Services Personnel Subcommittee chaired by Senator Jim Webb (D-VA).
Thomas R. Lamont, Assistant Secretary of the Army for Manpower and Reserve Affairs, outlined the difficult decisions the Army staff has made concerning personnel reductions, which represents more than 45% of the Army’s overall annual costs. They are presently planning to draw down 70,000 servicemembers in the next five years.
Roughly 24,000 enlisted personnel and between 4,000 and 5,000 officers will be forced to leave the Army. The remainder of the reductions will be achieved through attrition, Lamont said.
Sen. Kelly Ayotte (R-NH) commented with dismay that “many of those people have served multiple tours for us” and their forced departure will have a negative impact.
According to Lamont, the Army continues to examine its force structure and the need to shift more capabilities into the reserve forces which may be required to provide a significant portion of our future combat punch.
Both Sen. Ayotte and Sen. Lindsey Graham (R-SC) spoke out against the reductions, reminding all that America has never been very good at predicting military threats.
Lamont also pressed committee members to approve Pentagon-proposed TRICARE fee hikes, stating that TRICARE “is a superb health benefit, one of the best in the country…but the time has come to scale back…just as in all areas of the defense budget, we need to make decisions that preserve a strong benefit yet reflect the fiscal realities of the times.”
“The proposed TRICARE fees reflect appropriate adjustments,” added Juan Garcia, Assistant Secretary of the Navy for Manpower and Reserve Affairs.

U.S. Pacific Command (PACOM) Adds ‘Energy Challenge’ to Asia Pacific Defense Energy Technology Challenge in Honolulu, Hawaii

HONOLULU, HI /PRNewswire/ ~ In conjunction with the Asia Pacific Clean Energy Summit, the United States Pacific Command (PACOM) will review technology solutions for the Transformative Reductions in Operational Energy Consumption (TROPEC) program.
The TROPEC program is focused on reducing operational energy consumption at PACOM expeditionary basing by 25 percent in less than three years.
Key areas of interest include: HVAC, structures, computing, lighting, electronics, and other loads (water heating, pumping, etc.). Solutions must reduce energy usage, demonstrate high performance in a tropical environment, and focus on key energy consuming activities at an expeditionary base.

U.S. Air Force Develops NASA’s New UAV/UAS MUTT – Built by Lockheed Martin
NASA’s Dryden Flight Research Center soon will have a new dog in the yard, and it’s a real MUTT. That’s short for the Multi-Use Technology Testbed, a small unmanned aircraft being developed by the U.S. Air Force Research Laboratory to test technologies that will be needed for new kinds of lightweight, flexible aircraft.
MUTT is one of the Air Force‘s newest X-planes, designated X-56A. The 7.5-foot-long aircraft has a 28-foot wingspan and will be powered by two 52-pound thrust JetCat P200-SX turbine engines. It is being built in California under contract to Lockheed Martin Corp., which will conduct the flight experiments for the Air Force Research Laboratory (AFRL).
X-56A MUTT aircraft 
Dryden will oversee the flights for AFRL during summer 2012, and then take ownership of the X-56A MUTT for follow-on research after the Air Force tests are finished in early autumn.
“Flexible wings and fuselages can result in significant reductions in the structural weight of aircraft,” says Gary Martin, deputy project manager for NASA’s Subsonic Fixed Wing Project at Dryden.
But unlike the short, stiff wings found on most aircraft today, long, thin wings like those on the X-56A are susceptible to uncontrollable vibrations, called flutter, that result from the force of air flowing over them. Thin wings can also be stressed by bending forces from wind gusts and atmospheric turbulence.
“To maintain the long-term health of the structure and ride quality in a more flexible airplane, we need to actively alleviate gust loads on the airplane and suppress flutter, so gust load alleviation and active flutter suppression are two of the key technologies that NASA is working to advance,” Martin said.
MUTT is designed to address this problem by enabling engineers to practice suppressing flutter by adjusting software programs in the aircraft’s flight control computer. With MUTT, researchers also expect to learn how better to ease gust loads, which will make flexible airplanes safer when they experience in-flight turbulence.
Although the X-56A MUTT is a low-speed, subsonic, sub-scale research aircraft, aircraft that fly faster than the speed of sound also can benefit from this research. The knowledge gained about flutter and gust suppression will be used in designing the proposed supersonic X-54, an aircraft that will demonstrate sonic boom-quieting technologies that could someday alleviate the noise concerns currently preventing supersonic commercial flight over land in the United States.
